Degradation is a rate, not a switch, so the useful framing is cumulative time-at-temperature rather than "did it leave the range".
A few hours cool but not cold is a small amount of degradation. A day at ambient in a warm climate is a lot more. The same total excursion split across ten short episodes is roughly the same damage as one long one, which is unintuitive but follows from it being a rate.
What genuinely breaks things rather than degrading them gradually: freezing something that should not be frozen, and heat well above ambient — a car in the sun, a bag in a hold that is not temperature controlled, direct sunlight on glass.
An insulated pouch with a cool pack that is not in direct contact with the vial handles most of a travel day. Direct contact with a frozen pack risks the freezing problem you were trying to avoid.
Separate from the chemistry, and the part people get caught by: this is a customs question as well as a storage one.
The compounds discussed here are unapproved in most jurisdictions and the legal position varies considerably by country. Carrying an unlabelled vial of an unapproved substance across a border is a materially different situation from carrying a prescribed medicine with a pharmacy label on it, and being ignorant of the local position is not a defence anywhere.
I am not going to advise on any specific country. Look it up for your actual destination before you pack, not after.
